IJN Line is very tricky, torps and decent HE, but you really need to have mastered the "kite" or be prepared to die lots, you cannot push in these cruisers and you take citadels from EVERYWHERE. They lack a repair early on but can nose take some serious damage and are someone forgiving if you play them nose in/slight angle, however like any cruiser broadside is insta death!! I would say the easiest to learn would be the American Heavies.
